Del Aire isn't its own city, so Los Angeles County acts as its local government, and LA County Public Works is the office that issues building permits here. Its permits cover alterations and repairs as well as installing or upgrading electrical and mechanical systems, so if your insulation job runs into that kind of work, the start date waits on the county. When a job calls for a permit, I look up what the county asks for at your address, tell you at the estimate, and we handle the application as part of the job. Before you hire anyone, you can check a contractor's license with the Contractors State License Board, which licenses and regulates contractors across California, while the county's own business license only applies to businesses located in its unincorporated areas, for certain kinds of work.
We're an insulation contractor based in Redondo Beach, close enough that I come out to Del Aire myself and climb into the attic. What moves the price here is what's already up there and what has to happen before new material goes in, like how many inches you have, whether old insulation has to come out, how many gaps need sealing and whether ductwork runs through the attic. The schedule turns on the same things plus any permit, and the written plan you get after the estimate puts it all in order with photos of what I found.
